Program Overview
The 2008 ECA Alumni Small Grants Program (ASGP) is designed to support the professional development of U.S. Department of State, Bureau of Educational and Cultural Affairs (ECA) alumni and promote community development in alumni's countries. Alumni may apply for a grant of up to $3,000 to conduct a community development or professional development project. The project time period is ten months.
Eligible alumni - The ASGP is open to alumni of the following ECA-sponsored programs:
Edmund S. Muskie Graduate Fellowship Program (Muskie)
Eurasian Undergraduate Exchange Program (UGRAD) (formerly known as the FREEDOM Support Act Undergraduate Program)

Course Outline:
The courses are turned to study the principles and rules of composing external financial, managerial and taw and law reports and keeping registration at the enterprise according to IFAS (International Financial Accounting Standards). This courses are the first step for getting CAP/CIPA qualification. After this courses listeners will be able to compose external financial reports according to accounting standards, and conduct financial and tax accountings at the companies. Course is planned both for beginners, and for those practicing accountants, who wants to raise their qualification and to meet contemporary requirements of the profession.
On the 22 of August, 2007 the first business school is opening in Kyrgyzstan.
The first business school is opening in Kyrgyzstan for the new generation managers. Business Academy is assigned for training and pre-training managers on the most demanded specialties in Central Asia.

Ministry of education and science of the Kyrgyz Republic and Education Network Association with support of SOROS Foundation – Kyrgyzstan project “Assistance in Higher Education Reforming process” conducted Seminar “Optimal higher education quality model for the Kyrgyz Republic, taking into account international experience”, which took place on the 16-17th of July, 2007. The seminar was a part of project called “Conducting constant seminar on the issues of higher education”, which is supported by the Ministry of education and science of the Kyrgyz Republic in order to produce propositions for Development Strategy of higher education of Kyrgyz Republic till 2017.
Head officials, superiors of the study and quality departments of 25 higher education institutions form all regions of the Kyrgyz Republic, representatives of the Ministry of Education and Science of the Kyrgyz Republic and SOROS Foundation – Kyrgyzstan took part at the Seminar.
Mr. A. Aerden, an international expert on evaluation of education quality was invited to lead the seminar. Mr. A. Aerden is the council on international strategy in organization on accreditation of educational institutions in the Netherlands and Flanders (NVAO), the Netherlands.
During the Seminar were provided discussion and developing criteria and procedures of the internal higher education quality evaluation system for HEI of the Kyrgyz Republic and preparation of the suggestions about creating optimal higher education quality model for the Kyrgyz Republic.
Participants of the Seminar accepted recommendations about further activities to develop higher education quality models in the Kyrgyz Republic.

“State finances: fiscal problems of transit economy”
Dear researchers and instructors of higher educational institutes!
Department of “Finances”, faculty of economy and administration of Kyrgyz-Turkish “Manas” University (Kyrgyzstan, Bishkek) in cooperation with “Development of Market Economy and Enterprises” center of “Hacettepe” university (Turkey) invites you to take part in the work of Second International Symposium “State finances: fiscal problems of transit economy”, which will take place on the 24-27th of October, 2007 in Bishkek, in Kyrgyz-Turkish “Manas” University.
Before filling the application form of participation, you have to submit an article (paper) to the Science Council of the Symposium.
Article should be preferably in English. However, articles in Turkish, Russian and Kyrgyz languages are accepted. Presentations of articles will be accompanied by simultaneous translation from/to above mentioned languages.
Articles, recommended by Science Council, will be published in the materials of the Symposium. Highly distinguished articles will be published in “Sosyoekonomi” journal (“Social economy”). They have to be presented in English and Turkish languages.
We expect you in the Symposium on the 24-27th of October, 2007.

National Education Forum
Ministry of education and science of the Kyrgyz Republic conjointly with Association of Educational Establishments «Education Network» and “Soros-Kyrgyzstan” Foundation conducted National Education Forum, workshop «Higher Education Reforms in the Context of Country’s Development Strategy». Workshop was held on 29th of June 2007; at Ak-Keme hotel.
Within the workshop the presentations on the project development conception of higher education till 2017 were presented and discussed in a wide format with attraction of representatives of state government, business, international, professional and academician’s communities.
In an effort of widespread discussion among civil and professional community the conception of the project was published at the following mass media and web sites:

Ministry’s of education and science of the Kyrgyz Republic initiative on development of the project development conception of higher education was applied in 2006 and carried out in an competitive basis among analytical groups and creative academic staffs. There are basic priority directions on the basis of the project conception which were determined at the County’s Development Strategy till 2010.
