Programs without Deadlines

1. "Open Doors" Program of Small Grants, Eurasia Foundation Kyrgyzstan

In the context of "Open Doors" Program, EF supports innovative projects that have a potential to contribute to positive changes in development in one or several following arefs.

  • Private entrepreneurship development. Rapid entrepreneurship development and raisng the number of private enterprises
  • Government and local administration. More effective, corresponded with needs of civil society and responsible authorities
  • Civil Society. Civil Society energization in the political and economical decision making  processes.

"Open Doors" Grant awarding is realized in three levels:

  • Project Applications are submitted during first month,
  • Consideration and decision-making about financing realized during the one month,
  • Then during the third month applicants are informed about the results for their project applications.

EF designed the following schedule for organizing open quarterly competitions for grant:

  • Autumn cycle, October 1 - December 31, 2007
  • Winter cycle, January 1 - March 31
  • Spring cycle, April 1 - June 30
  • Summer cycle, July 1 - September 30

Requirements, preferences: Project urgency, conformity to EF current aims and priorities, and also viability and financial stability of the project.

Amount and grant realization dates: Total amount of the grant depends on activity value of the specific project. Usually, for local organization the grant amount comes to on average from 10 till 18 US dollars.

Applications: Application might be submitted both in English and Russian. The Applications preparation for financing by EF is long and labor-intensive process. Thus, EF recommends Applicants firstly send short (2-3 pages) letters of inquiry with short description of the assumed project to define accordance of the project to current priority activities of EF. Letter of inquiry should contain the following information: project title, ful name of the Organization, full contact information, project manager, geographical region of the project realization, realization dates, total project cost with the notion of proper contribution and requested sum from EF, short project necessity grounds, aims and problems, future events by the project, coming changes of the problem situations in the short-run perspective, long-run project results.

2. Grant Program of the National Endowement for Democracy Supporting, USA

National Endowment for Democracy (NED) - independent non-commercial organization established in 1983. The aim of this organization is to contribute to democratic institutions in the whole world through supporting non-government organizations' and groups' activities. The leader of the Endowment is independent, out of the political parties Committee of Directors. Funds, which were allotted annually by Congress, are distributed among countries of Africa, Asia, the Central and East Europe, Latin America, the Middle East and the post-Soviet countries as grants for democracy development. Endowment supports the projects making for political and economical freedoms, strong civil society, independent mass media, human rights, and leadership of law. 3. Small Grant Program of the Democratic Committee of the US Embassy. Bishkek, Kyrgyzstan

Democratic Committee of the US Embassy was established in 1994. The goal of the Committee is to support local initiatives for democracy development. Committee provides grants at the rate up to 24,000 USD to non-government, non-commercial organizations that support initiatives for development of civil society, providing free informational exchange (including support of the independent mass media), social education and lobbying, associations development, providing law leadership and legal reforms, conflicts solving, providing human rights, sivil education, market economy, providing minority and gender equality, public participation and free votes, anticorruption and  fight against humans' traffic.

Requirements, preferences: DC will not submit projects related to culture, using and transportation of drugs, poverty negotiation, medicine, biology, healthcare, natural science. Grants are given firstly for providing long run stable development and establishing democratic institutions for local organizations. DC will not finance dissertation and books publishing.

Small Grant Project of the Global Women Foundation

Global Women Foundation supports women groups that work over the problem of women and girls conditions improvement. GWF supports the women groups outside the United States of America. Grants are given in amount from US$500 up to US$20,000 for women groups' general development and for specific projects development. Groups supported by GWF work over the following areas:

  • Peace establishing and gender violation extermination
  • Improving common and reproductive women's health
  • Supporting the women participation in public and political life
  • Supporting economic and ecologic equity
  • Raising the access to education
  • Improving the philanthropy for supporting social changes

Requirements, preferences: Group activity must clearly show adherence to human rights observance and equity of men and women rights. Also:

  • Represent women associations.
  • To be supervised and leaded by women. Women must take up all or most of the positions at group.

Preferences will be given to:

  • Groups at the forming stage; groups that need for initial funds; groups that do not have access to financial sources of larger sponsors. It is not obligatory to be registered non-government organization to be competitor for a grant;
  • Groups that work out over complex and vexed questions, which are difficult to be addressed to women in their community, and solution of which is critical for women rights;
  • Groups organized and leaded by women from certain inconsequential social groups  in particularly, but not limited to women-refugees, rural and lesbian women, representatives of sex-services, women with distinct abilities, women from national, ethic, religious minorities;
  • Groups located in the regions or countries with limited access to financial sources;
  • Groups that develop their activities taking into consideration notes and requests of the target groups they are working with.

Application Deadline: There are not any deadlines. Applications are submitted whole year. Grants are given once in three month. In view of the ample quantity of the applications the period of the application consideration (including refusal) might be up to six months. GWF accepts urgent applications for financing participation in local, regional, and international conferences and meetings and financing the organization of these events. Urgent applications are considered out of the normative cycle of grants giving in the context of time limits. Grant Program in the context of Central Eurasian Institute of the Open Society

The mail priority Central Eurasian Project is to reach more wide and qualified elucidation of the situation in the area of human rights, social and economical development of the South Caucasia and the Central Asia on the regional and international level for paying up of contribution in activity of developing the open societies at these regions. International and local non-government organizations have an opportunity to get a grant in the grounds of the project for rising their potentials, to bring international experience that might be adapted at the local area, development of the cooperation between local civil activists and international public movements in the area of human rights and clear administration. In the long run perspective the project is aimed to strengthening civil society leaders in the region and establishing partner infrastructure between them and international public movements.

Central Eurasian project announces application submission for grant to the organizations working for developing public unions in the region. The "Central Eurasia" is the region covering post-Soviet republics of the Central Asia, Caucasia, Turkey and Mongolia.

Requirements, preferences: The priority areas of Central Eurasia project for 2006 are:

  • Improving the operating efficiency in the area of human rights in the region and raising the responsibility for human rights violation (please, note, that in most cases project do not finance trainings and seminars realization).
  • Supporting the labor migrant in the region or from the region and energization of the activities directed to their interests
  • Strengthening the potential of the local and international activists for human rights against abuses related to economies depended on cotton and fights against drugs in the region.
  • Struggle with tortures in jails

Applications: All applications must be submitted from the organizations or groups that include informal coalitions, non-government organizations, charitable associations, and educational organizations, but their participation/availability is not required. The rights to submit application have local and international non-government organizations. The preference will be given to those projects that were created and designed conjointly local organization (-s) with international one (-s).

Organizations from the Central Eurasian region that are planning to organize their work in their country by own strength should firstly apply to national Foundation that represents the Open Society Institution Association at this country. For the Central Eurasian project's part, applications from local groups that are oriented for project realization in the separate country, will be automatically sent to corresponding national Foundations in Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, and Turkey.

Travelling Grants, SOROS Foundation Kyrgyzstan, Bishkek

The aim of this grant is to give an opportunity to the citizens of Kyrgyzstan to take part at the conferences, seminars, internships, and other events abroad to career promotion and to assist in involving specialists in different areas to the processes of reforms.

In the grounds of this program, only traveling costs are financed (tickets). The organizers of the courses, other sponsors, or participant in his own way pay all other costs. Only the trips that will finished no later than December 31, 2007 will be financed.

The program provides no more than one grant per one year and finances only one person from one organization , and 3 persons from Kyrgyzstan for each event. Only the trips that will finished no later than December 31, 2007 will be financed. Grants will be given to:

  • applicants that will participate at the events aimed to give knowledge and exchange with experience in participation at the reforms in different areas;
  • applicants that will have a report or speech;
  • applicants that live and work out from Bishkek;
  • applicants that know the language of the country they are going to visit;
  • applicants that have co-financing (with other organizations);
  • participators of the events organized in the Central Asian countries.

Applications: Applications should be submitted for one month in advance before the event and contain the following information:

  • application form and substantiations form;
  • official invitations for applicants name;

The World Bank Office in the Kyrgyz Republic and the Eurasia Foundation of Central Asia

among non-government organizations.

The purpose of the Program  is to support civic engagement for the empowerment of marginalized and vulnerable groups. Civic engagement is defined as citizens, either individually or organized as groups, interacting with the public sector to influence policies and processes that affect their lives. Activities funded by the Small Grants Program should facilitate the empowerment of citizens to have greater ownership of development processes, thereby making these processes more inclusive and equitable.

Every year, Kyrgyz non-governmental organizations benefit from modest but valuable direct financial assistance from the World Bank's Small Grants Program.

The Small Grants Program (SmGP) is one of several facilities or programs supported by the World Bank that provides grants to NGOs and other organizations of civil society.  The SmGP aims to make development more inclusive and equitable by providing funds for activities that support the civic engagement of marginalized and vulnerable groups.  Accordingly, grants focus on empowering people who have been historically excluded from society's decision-making processes, such as women, youth, people from racial and ethnic groups, people with low-income, and people from rural areas.  They also aim to enhance partnerships with key players in support of the development process. Key players could include government agencies, civil society organizations, multilateral and bilateral agencies, foundations, and the private sector.

The Small Grants Program is administered by the World Bank Country Office in Bishkek.  The call for proposals is usually announced in the beginning of January, proposals are collected in January-February.  Project proposals are reviewed in March - April.  The grants for winning proposals are awarded in May of each year.

The maximum amount of a grant is 4 thousand USD.  The Small Grants Program prefers that its grants help leverage additional contributions from other sources.  Applicant organizations are asked to describe how a grant from the World Bank might help them to raise matching funds from other donors.

During 1996-2006, the World Bank funded more than 98 projects of Kyrgyz NGOs for a total amount of 245 thousand USD.

NGOs Supporting Program, National Democratic Institution, Bishkek, Kyrgyzstan - (Deadline till March 9, 2007)

NDI Kyrgyzstan announces the competition for the program of NGO supporting. In the context of this program the education and limited financing will be provided for public organizations with the aim to develop their stability and potential in the organizing successful advocacy campaigns and independent observation of the elections. This program will be conducted during 2007 and will include two stages.

First stage - intensive two-month education program for organizational development and advocacy for 6 public organizations, On the basis of how the organization will demonstrate its abilities and adherence to to participate at this program during the first stage will be elected up to 4 organization for the participation at the second stage of the program.

During the second stage NDI will provide the support for selected organizations in the form of the technical support and little grants for realizing projects and rising the potential of the organization. During the realization of the second stage NDI supposes to have close cooperation with the organizations-participants on the regular base.  The amount of the grants are from $2,000 till $4,500. Financing will be provided only for realization of the projects, not for purchasing technical equipments or for improving the organization infrastructure.

The selection processes includes three stages:

  • 1) Application forms submitting process during three weeks. Deadline is March 9. 2007 till 17:00 p.m. On the base of submitted applications will be selected 18 public organizations for participation at the second stage of the selection competition.
  • 2) Visiting and interviewing 18 selected public organizations for determining 12 semi-finalists during March 12-26, 2007.
  • 3) To the end of March after visits and interviews with the organizations will be selected 6 finalists for the participation at the first stage of the NDI program.

Requirements, preferences: Selection criteria's:

  • Non-government, non-commercial organizations;
  • Registration is preferred but not required;
  • The organization adherence to democratic reforms advancement through public representatives mobilization for attaining long-run positive changes (in the area of order, procedures, norms establishment);
  • To the date of participation at the program, organization must have certain experience in realizing its activity (organizing at least one campaign with appreciable result at lobbying of changes of the established orders (norms, procedures) through mobilization of public representatives;
  • Organization should has at least 5 active members and has serious to enlarge the number of members and/or volunteers, supporting organization;
  • Organization's management should be based on group decision making process, not on leading and decision making by one leader;
  • To the date of participation at the program, organization must define priorities for strengthening its organization al potential and choose these of them, in solving which they would like to get technical support from NDI (short information about NDI ans its activities in Kyrgyzstan are attached);
  • Organizations-participants should pay more attention and have an adherence to planning (including strategic planning) and executing developed plans;
  • Organizations-participants must be open for discovering new and teaching new methods and approaches and their application on practice;
  • Organizations-participants must have an access to electric and telephone connection.

Announcement: Extension of the Competition for the Best journalist articles about "The Death Penalty Revocation in Kyrgyzstna: Right for Life", SOROS Foundation Kyrgyzstan

Representative Office of the «Penal Reform International (PRI)» in the Central Asia, SOROS Foundation Kyrgyzstan, OSCE Bureau for Democratic Institutions and Human Rights, and Ministry of Justice in Kyrgyzstan with the aim of informational support of the humanization processes, liberalization of the penal policy, and total abolition of capital punishment in Kyrgyzstan in the contest of human rights for life and esteem human dignity taking into consideration the international standards and practice announces about the competition extension  for the best journalist articles about "The Death Penalty Revocation in Kyrgyzstan: Right for Life".

The Competitions supposes regular coverage above-mentioned topic (no less than three materials) in the republican and/or regional mass-media from April 17, 2006 till February 28, 2007.

Possible genres: sketches, interviews, articles, journalistic investigation and so on. Individual and collective works are submitted.

Materials from published mass-media are accepted as press-clipping, materials of the electronic mass-media as video and audio files.

Winners will be awarded with Diploma and gratuity: 50 000 soms - first place, 30 000 - second place, 20 000 - third place. 

The independent expert Committee will evaluate materials. Materials will not be reviewed and given back.

Requirements: competition is organized for regular interviewers, for authors of the mass media, representatives of the non-government organizations and editions (independently from juridical status and the language).

1. CELA 6 Leadership Workshop, July 2007 (Istanbul, Turkey)

The CELA 6 Leadership Workshop will take place 15-24 July 2007. Applicants should consult the documents below. They are also strongly encouraged to familiarize themselves with the CELA Brochure and other materials on this website.

The Call for Applications specifies application criteria, including age limits (28-42), applicants' citizenship (one of the 9 Central Eurasian countries), and professional sectoral breakdown of the workshop.

The deadline for submitting the Application Form is Monday, 9 April 2007.

Interviews with the CELA Selection Committee, usually by telephone, will be scheduled only if necessary. They are not mandatory and many applications have been successful without a telephone interview with the Selection Committee. Otherwise, the CELA Director or other CELA representatives in the Central Eurasian region may get in contact with applicants to make themselves available for informational interviews or consultations, to answer inquiries, and generally represent and advertise CELA in the region.

Applicants should be informed of the status of their applications in May. As the Selection Committee will apply an ongoing rolling process or selection by rounds, there is an advantage (in terms of competition) in applying earlier rather than later. International Republican Institute (IRI) is glad to announce about the beginning of long-run "New generationa of creative politics" project for active part of youth, representatives of the youth-wing political parties, young movements, and youth NGOs.

The aim of the project is to assist to active young people to develop skills to contribute to work in political parties and public life. Participants will use gained experiences and skills in creating and realizing trainings for young generation in Bishkek and in the regions.

Project includes three stages:

1st stage Primary group discusses and helps with creating courses' content that will conducted at the second stage of the project.

2nd stage Approximately 10 half/full-day trainings in Bishkek. Possible topics:

  • Standard of speech (public speech)
  • Charisma
  • How to introduce yourself and your organization/party 

Dmitry Shevkun (IFES), Elena Voronina (Interbilim):

  • Creativity
  • Symbol, stule (exceptional featires of the organization/party)
  • how to work out the program for the organization/perty
  • the art of management
  • system thinking

3rd stage After the end of the second stage the primary group conducts trainings for young people in Bishkek and regions.

Project will be conducted from March, 2007 toll July, 2007. Applicants should submit application forms.

Also IRI would like to note that this is long-run project; you should have not only will to take part at this project but also the time for this - absences are undesireable!

International Volunteer camps

Youth Volunteer Organization "Leader" works in Karakol, Kyrgyzstan. In the grounds of its activities with other organizations also works the "International Volunteer Camps" program that is open to all. Each person can take pert at the international Volunteer Camp's activities from Kyrgyzstan and abrosd.

You need:

  • Fill in application form in English that is available with the list of camps on Floppy disc or via e-mail
  • Chose no less than 3 camps by the level of preference (in case of absence of the places at the first camp, we will request the other ones and so on)
  • Filling in the application you should give a statement why do you want to visit this camp.
  • Simultaneously with application form submitting, you should sign contract (take passport of Kyrgyzstan citizen) and pay participation fee $100 US, 1 photo (3x4), and certificate form work place or education institution.
  • Applications will be sent to partner organization. After the confirmation of your candidature we will inform you about it.
  • Then we are waiting for your invitation letter and more detailed information about the camp and instructions how to reach them.
  • You should get visa by your own way.

New web-site for NGOs for free translation service "Translations for Progress"

Translations for Progress is an online forum for volunteer translation and a public service intended for the international NGO community. It was created to meet the needs of two different groups:

NGOs in need of translation work, but without the budget to pay for it, and students or professionals in foreign languages interested in building experience as translators and/or editors or proofreaders, working directly with organizations in their region of interest, and contributing to a good cause.

The need for translations, even of less than professional quality, cannot be understated for many NGOs in developing and even developed nations. Often chronically short of funds, such organizations need translations in order to work with the press internationally, seek funding from overseas foundations, and, more broadly, inform the world community about their work and information they may have to share. Oftentimes, something as simple as an English website can greatly increase scope of an organization's influence, allowing it to much more effectively address the problems it seeks to solve.

Initially Translations for Progress is targeting language students seeking to become members of the US "development community," which addresses issues as diverse as the environment, human rights, and economic development, but eventually, the website has the capability to include students of many languages in many nations.

The benefits of volunteering are universal:

Translation is an excellent study technique, participants build familiarity and assume an active role in their region of interest, possibilities that no textbook language course can offer,

By gaining direct exposure to the people and problems in their region, students become better equipped to work professionally, and contributing to a good cause is an end in itself.
