Announcement about competition among Higher Education Institutions for taking part in a program of the Eurasia Foundation of Central Asia and Regional Education Network Association «EdNet» with support of OSCE Centre in Bishkek
«Improvement of higher education quality through the strengthening of potential and the involving into the quality assessment of HEI's student organizations»
Program purpose:
To strengthen potential of the student organizations and their role in the system of the quality assessment with a view to improve higher education quality in the Kirghiz Republic by means of series of trainings for the student organizations/councils/senates and rendering of the consulting/expert support.

General information about program:
Deterioration of higher education quality in the Kyrgyz Republic becomes the serious problem, which demands of active actions from the state structures, HEIs, students, representatives of civil and business sectors.
The mite in quality decrease is brought by absence and the general passivity of the student organizations and unions which should be the main evaluators of the educational services quality, along with employers and the parents.
Strengthening of the student organizations potential and creation of mechanisms of their participation in acceptance of administrative decisions, in the system of the quality assessment and assurance in education promotes improvement of educational quality and effectiveness of work process in higher education institutions, plays a key role in improvement of the HEI image and establishes communication between students and administration. The strong student organization of higher education institution can become the necessary assistant in the organization of the orientational week for the first-year students, and organization of other social and cultural measures in higher education institution.
Program objectives:
1. To assist in the creation, development and improvement potential of the student organizations in HEI of the Kyrgyz Republic.
2. To develop mechanisms for involving the student organizations into the quality assessment of education.
Higher education institutions of Bishkek are invited to take part in the program.
Requirements to the format of application.
1. The university should provide us with the Letter - Application for participation in the competition, which reflects its interest and readiness to support the specified initiatives. The letter should be printed on the letter-head and should be signed by the leader.
2. Information about available student organizations according to the applied form 1.
3. Information about the university self-estimation system, form and periodicity of the quality estimation, level of involvement of students and employees into it (according to the form 2)
4. The list of international projects in which the university took part with the project name, purposes and objectives, donors.
Requirements to the participants of competition
Criteria of selection
1. The competition documents have to be in accordance with indicated requirements.
2. The university readiness to create and support the student organization (self-management), which is created within the framework of the program and provide its full participation in the quality assessment system in the university.
3. Availability and work activity in university of the student organizations, bodies of the student self-management, the student initiative groups.
4. Experience of participation in the international programs and projects.
The process of selection
All applications will be considered by the Commission of EFCA and EdNet in accordance with the specified criteria at consulting support of local and international experts.
